My Silkie chicks are fluffy, except their heads. Thoughts???

My 4 silkie chicks are fluffing out everywhere-body, feet,wings, etc. they have 5 toes and black skin. Their heads aren't as fluffy as I thought they'd be. They will be 4 weeks old May1st.

They are even fluffier now than in this pic taken a few days ago.

An thoughts?

Groovy! Thanks for the replies, these are my first silkie chicks, I had regular big chickens years ago.
