In your picture the two brass nut rings look really high. Mine are low on the valve. I would screw them down near the bottom. I've had my water bowls for a while now and love them.
Here is the info I had posted a while back:
Ok to increase water level in bowl, tighten wide nut( control nut) against spring.
to decrease water level, turn control nut away from the spring.
When desired water level is obtained, screw narrow nut (lock nut) against control nut and tighten with pliers.
