We adopted a dog from the shelter once and though he had been in quarantine for the normal period of time, he developed symptoms of distemper within a couple of days, an we had to put him down when it got to terrible for him- foaming, seizing, etc. It was awful.
You might Google and see how long that sort of symptom lasts with dogs, as I have had 1 friend have the same experience, but with the dog surviving. Hers had seizures her whole life, but she did live!
If the foaming has ended, but he's still down and bottomed out, he may be on the upswing from whatever it is. I hope it works out for you!
Maybe put large rocks along the fence for future risks?
