Pairs, yes. One female and one male in each cage. Outside of the breeding season and while they are immature you can keep them in coveys with many birds of each sex in the same pen, but once they become mature they should be split into single pair cages during the breeding season to prevent aggression.

I live in North Central Texas and mine started laying this week. 9 males and 30 females, they’ve been crowing as beautifully as well. Will wait for couple more weeks til eggs are put into incubators. Last year they seemed to be more fertile after 3 weeks of laying. I got dozen eggs this week so not in full bloom laying yet.
I'm in South Texas, and mine haven't started yet...my pheasants have, though.
