Those attract filth flys but not the blood flys- the greenheads and huge horse flys. If there is any way you can put fans in your runs ins, they don't like moving air.
The only other thing you can really do is buy Martins 10% Permethrin spray (or similiar- that's the cheapest I have found) and mix it strong and spray the heck out of the horses. The Permethrin will get in their blood stream and make them taste bad. You can also buy Freedom etc.. 45% Permethrin drops.
Last year I had swarms of dragonflys and they were wonderful. Not so many this year. They swoop them up and devour them.
 
This thread is almost five years old. I guess flies like death and taxes are eternal. The price of the bottle traps is now about $12 here, but well worth it. They stink horribly. Make sure it is placed well away from the neighbors. It reeks like a dead body, so you may get a visit from the cops.

We put ours out on April 15th. The flies are pretty much gone now.
