I haven't been in your situation, but if you only have a brief time to speak, I'd suggest pointing out the many similarities between the animals you want to keep and animals that are permitted, especially dogs.

oh i tried but they listed all the half truths about goats..they smell, noisy, bring down property values blah blah blah.

the good news is that i found someone to keep jack that wont make me give him to them so i am happy! he will still be my baby and he will be cared for.
 
Put together a flyer of facts vs myths, with documented sources for your facts. Give a copy as a handout to every member of the council, as well as having a number of additional copies for the clerk and any other attendees.

Also provide written suggestions for a proposed ordinance.

you need to get on their agenda, not just public comment. go to the city office the week before, they have to post their agenda so citizens know what the issues are to be presented to the council. public comment really doesn't mean a hill of beans.
