Thank you so much for the municipal codes link... I had been searching for just that! I am looking to move to Simi Valley and the house I want is zoned RM without an animal overlay (A) which would permit chickens. So I dug a little further and found out that if you are on a property that has no overlay but is at least 20,000 sq', you can apply for (and most likely get) a Conditional Use Permit (CUP), specifically an "Administrative CUP" which covers applications for animal keeping. The property I'm looking at is over a half-acre, so I meet that requirement.
I'm going to paste a link to the specific zoning text regarding farm animals and CUPs in Simi Valley. Thank for the help!

The index list on the left is quite large and a little confusing, so let me tell you that the codes I refer to below (section 9) is listed there as "Title 9" and then lists it's subsections (44 and 52, respectively).
9-44.060 - Animal Keeping this is the actual text of the code regarding animals and pets; specifically read 9-44.060 subtitles E(4) and F.
and
9-52.070 - Conditional Use Permits specifically, subsection (E) which deals with Administrative Conditional Use Permits. They're the type you would need for backyard chickens.
