Simi Valley City Council Takes Our Neighborhood off the Chopping Block

Thank you so much for the municipal codes link... I had been searching for just that! I am looking to move to Simi Valley and the house I want is zoned RM without an animal overlay (A) which would permit chickens. So I dug a little further and found out that if you are on a property that has no overlay but is at least 20,000 sq', you can apply for (and most likely get) a Conditional Use Permit (CUP), specifically an "Administrative CUP" which covers applications for animal keeping. The property I'm looking at is over a half-acre, so I meet that requirement. :)
I'm going to paste a link to the specific zoning text regarding farm animals and CUPs in Simi Valley. Thank for the help!

The index list on the left is quite large and a little confusing, so let me tell you that the codes I refer to below (section 9) is listed there as "Title 9" and then lists it's subsections (44 and 52, respectively).

9-44.060 - Animal Keeping this is the actual text of the code regarding animals and pets; specifically read 9-44.060 subtitles E(4) and F.

and

9-52.070 - Conditional Use Permits specifically, subsection (E) which deals with Administrative Conditional Use Permits. They're the type you would need for backyard chickens.
 
I do not see what caused you distress in that article as it concerns interstate commerce and seems only to apply to egg production industry. Did you examine the legislation? Does it affect private ownership or only commercial production? Does it have a flock size or egg sale quantity cut off for being applied? Do you have a problem with reducing ammonia in large scale operations?

Not all regulation is evil, or made with suspicious motivations behind them, so if there is something that affects the BYCer then pleace discuss that.

Hi, I'm wondering how your application went? Were you able to move to Simi, and get the overlay you were looking for? I had my chickens for 4 years, and just had a neighbor complain (I had a few baby roosters start crowing). Now I have to get rid of all my birds and apply for the overlay. I'm on 2 acres, so I shouldn't have an issue unless the neighbors create a stink.

I'd love to know how your process worked out!
