You should also put apple cider vinegar (ACV) in his water to help break up the congestion. About 1 tablespoon for a gallon of water. It's best to get the acv with the mother in it from the health food store, it is more effective than the regular clear stuff from the grocery. I have a roo with a chronic congestion problem and the acv helps a lot.

Also, how is his eye doing?

Just be careful when you are going between the chickens, feed/water/clean the healthy ones first and then the sick one, then wash thoroughly before going back to the healthy ones.

Resp problems can be a real pain in birds as their lungs have such a different set up to mammals.

Don't put him with the other chickens till you are absolutely sure he is sorted.  If you can get some antibiotics I would definitely put him on a course.

you might want to try some Sulmet. You can get it at most feed supply stores. It is a drinking water solution....Antibacterial.
A few of my hens were sneezing, and had goopy eyes. I seperated them and went to my local feed store. This is what they recommended for my girls. It worked..they are happy and laying fine.
