Chickens in Silverton, Oregon

So after a community survey, the city here is finally recommending chickens to the City Council. This is after they turned it down, one person saying something along the lines of  "My neighbors had chickens when I was a kid, and they smelled awful", which was her reason for a no vote. The City's recommendations sound pretty good minus the need to register and pay a fee, and the idea of keeping them penned at all times. It's a positive step though!

My BIL lives in Silverton.. they've been talking about putting in coop!

Keeper of 26 hens,  4 PW Leghorns, 1 leghorn mix, 1 FBCMarans, 1 Australorp, 1 Buff Orpington, 2 Mama Olive Eggers w/ 15 chicks each, 1 EE, a Barred Rock, a RIR, a CQ, 1 Delaware, 1 Black Star, a Splash Ameraucana, 3 W/BW Ameraucana pullets, 5 polish, 2 Welsummers and 41 juvies of various breeds. YIKES!  Time to SELL some chickens!

I saw that you post was a couple of years old but i was woundering if you knew what the law in Silverton is now? i have been looking but cant find anything resent. thanks
