Florida---Shipping hatching eggs and selling poultry regulations?

Not sure if anyone can help me but the lady at the Fl dept of AG has been playing phone tag with me and I never got a chance to talk to her and she will be out of the office til Monday. So maybe someone can answer something. I am looking into selling hatching eggs of ducks and button quail and ducklings locally. Selling and shipping hatching eggs of ducks and button quail online and only shipping in the US nothing international. Am I just understanding that in Florida you only need to be enrolled in the NPIP program IF you sell and exporting it? It also says that you have to keep a record of selling hatching eggs and poultry. I think that was export only. Does anyone know? Thanks.
 
yeah but I sold eggs for 2 yrs before NPIP came out and did a blood test on my birds. They don't do a test on any waterfowl for some reason. You only need to get it done if you send eggs over the FL line to another state .I was croosing my finger and hoping nothing went wrong because they'll take your whole flock away from you.
