The mgmt company told me that the governing docs are not easily amended and it could take years for the policy to change.

Yes, they can. You need to read the documents yourself, not just trust what someone else tells you they say. You are looking for the specific wording of the provisions you want to change, and also the mechanisms for changing the documents.
