NJ rules about importing chickens or ducks???

Does anyone know what the rules (laws) are when buying Mandarin ducks from out of state? The person I'm talking to thinks that they have to have a vet health cert and the NPIP cert to be shipped into NJ. Is this true and how does a person find out what the laws are for their state? If they have to go be vet checked first, the price will go up so much I won't be able to afford them...
I just want to find some Mandarin ducks to buy...preferably in my state or close enough to pick them up and not have them shipped.

Doesn't anyone in NJ buy birds (chickens or ducks) who have to be mailed into the state from other states?

Thanks...so in reading that I think it's saying they all need to have a Vet's certificate + the NPIP cert too? Everyone brings their chickens or ducks/geese to their vets first before shipping to NJ?
