All of the above I would think would help. How big is the brooder? We put our babies in the bottom of a closet to begin with and they stayed warm because the air circulation wasnt has "windy".

Iwas just gonna say use a heating pad. Oh jeez. How old are your chicks? Where are they brooding? Can you bring them into the kitchen and turn on the oven (dont put the chicks in it of course
) just put them near it. I guess it only works if you have a gas stove and a lighter. It might help with some more info about your situation. You might try to go get some of those thermal heating padsthat people use to ship chicks or the hand warmers put them underneath the shavings.
Their brooder is 55 gal rubbermaid storage tub. I put them in a small box with lots of shavings and now a water bottle and a rag covering them. I aint scared of tornadoes, but I worry for my babies. They are 2 and 3 weeks old
I have heard of using the smash-and-use hand warmer packets under their fluff to keep them warm in transit...???

Keep up with the warm water bottles & the towel. If they really look like they're cold, you could hold them for a while, maybe 2 at a time?
