Golden Laced Wyandotte Sex determination problems. HELP!

SO, we have this chick( 2 weeks old). She (?) is shy and quiet. We are not aloud to have roosters in our neighborhood, so i was wondering if you guys could help me out with your opinions. Do you think she is a pullet our a rooster chick? I am worrying that shes a rooster because her tail is still downy compared to our barred rocks that are the same age. Is it too early to tell?

Males tend to feather in their colors differently. I have had a hatchery Wyandotte too, and they are very nervous and flighty as a whole.
 
My GLW's were nervous but after hand feeding them daily, at 22 weeks they are much more friendly. They still don't like to be held like my buff orps, but they don't scatter anymore, in fact they follow me around.
