Do you need a License to raise quail?

It varies by state but where i live you do not. You can ask your local fish & game for a detailed answer.
 
I think i found my answer, you only need it if you raise certain breeds...
The wildlife species and the number of animals per species that will be obtained
under the license. If the application is for use of multiple species, the applicant
shall list each species and the number of animals per species. The Department
shall only issue a license for the following game bird species:
a. Blue grouse, Dendragapus obscurus;
b. California or valley quail, Callipepla californica;
c. Chukar, Alectoris chukar;
d. Gambel's quail, Callipepla gambelii;
e. Montezuma or Mearns' quail, Cyrtonyx montezumae;
f. Northern bobwhite, Colinus virginianus, which only requires a game bird hobby
license if used in game management units 34A, 36A, 36B, and 36C;​
 
In Texas, best I can tell from the texas dpt of wildlife or whatever, you only need a license for _native_ game bird species, anything else is fair game more or less. I'm not sure how many other states that applies to.

Out of curiosity I googled what I could for you and this is what I found.

search the page for "R12-4-419. Game Bird Hobby License"

In that paragraph it lists what species it'll issue licenses for (coturnix not mentioned), and lower in the same section it says the license isn't required for bobwhites "unless..." some other issues.

From reading that I'd assume you don't need one for Arizona for coturnix, but I'm by no means an expert, lawyer, or even an Arizona resident. (btw, the Texas site is SO much easier to read and understand lol)

maybe someone who actually lives there can clarify that and give it more certainty though

The Texas A & M do not apply in Arizona because they are Coturnix quail and are not native species to Arizona. I am trying to figure out the Bobwhite deal myself I am in Northern Arizona. I have left a message with the game department as of today. Did anyone find out about where bobwhites apply? Someone in Chino Valley gave me 7 bobwhite eggs for free when I was buying A&M.
