~Meg~
The remaining 6 of my original 7 barred rocks are 3yrs old and happily divided between a friend and my mom.
Laying: 2 Partridge Rocks, 1 Columbian Wyandotte and 2 Black Australorps. 14 weeks: 3 bantam Araucana.
Cowed to chicken math and sharing my bedroom with 8 BBS Ameraucana mixes.

I agree with Stoopid - with googling pictures of both breed's cockerels I am fairly sure its not a welsummer. with the dark coloration and the lacing in the body I would say it fits a Barnevelder

That looks a lot like my Barnevelder pullet.  I would post a pic, but it's raining and she's hiding.  She has the brown with black marking on her feathers, like yours.  But, her black is shiny dark with blue and green in it.  Does your guy have that?

coloration looks off to be a welsummer but then again it could be since its from a hatchry. you can always try sending them a pic of him and ask them what it is

Yup, I agree with him being a Barnevelder. He's got the same basic coloring as the pullet down near the bottom of the FeatherSite page.

I took pics of Bubbles, even though the lighting is awful.  She's 13 weeks old.

I agree that it's a Barnevelder.
Just out of curiosity, what breed is the chicken in the back? He/she's  beautiful!
