You will be able to post an ad once you have reached 20 posts.

Only 7 more posts to go until the 20 post minimum! If you hang out in some of the social sections you can get that in a few minutes. After you have 20 posts allow the system a few hours to recognize you. Then you should be able to place a ad with no issues.

I think that's usually up to the seller. Most sellers will let you know if you have won the auction and will give you the email address for payment.
