Is it illegal to kill a cooper's hawk?

It is illegal to shoot or harass any hawk. Fines are enormous. Don't do it.

You will not get a permit to shoot a hawk that is after your chickens. You will be told to cover your run, which is exactly what I am going to tell you.

Keep your chickens in a covered run and then hawks are not any sort of threat at all.
 
I have one that hangs around my house and one day when my chickens were out it came down and attacked them.
 
Hawks and owls perform a tremendous service to humankind. They are one of the prime controllers of varmints such as mice, rats, voles, ground squirrels, and non-native birds such as sparrows and starlings. These creatures cause a tremendous financial burden on farmers, and therefore to us, as well as damage to our properties and gardens. An average-sized hawk can consume 2-3 mice per day.

They are also difficult to replace if killed, as most raptors produce only 1 to 3 offspring a year - and their rate of death is high due to predation by other animals and poisoning by rodenticides and other chemicals used by man.

It would be easy for you to protect your flock by keeping them someplace safe. Spring and fall are the peak seasons for raptor kills, as many of these birds are migrating, and are hungry during their travels.
