Well, I let mine out every day, above zero or not. They figure out how cold it is quickly. Some brave the weather, some head back into the coop. However, maybe you need to reinforce your coop a bit. They should always have a place that is protected from the cold wind and the wet. Chickens and wet don't mix. Many chicken owners swear they don't need extra heat. (If it's below about 10 degrees, ok 20 degrees, I turn on the heat lamp - I hate being cold, personally )
Get some heavy plastic to keep the snow and wet out of the coop. You still need ventilation - there's tons of information on BYC about ventilation.
