I have the same problem!

I've got 6 Rhode Island Red hens and one of them picks herself and anyone else she can get to!

 

I upped their protein and have been doing my best to provide them with things to do (I think winter has made them bored) to no avail.

I put saddles on her and her worst picked victim as they both had bald spots but I still see her picking at the others. :(
