New member in Lexington, NC (Davidson County)

Hello everyone, I do not own any chickens or roosters, but my neighbor does. We live in Lexington but 2 miles from Welcome. Their chickens get out and my dog kills them. He wants me to put my dog on a runner vs fencing in his chickens. I have looked online and basically NC Law says you can't have more than 5 and he has at least 7 -10 (most are in a coop, but a couple of roosters are not in the coop). Question is: should I have to punish my dog because they decided to be irresponsible with their fowl, who should put up a fence to keep my dog and their chickens separated? Please don't be bias to the chickens, I have already talked to Animal Control and both sides are at fault. I'm looking for a reasonable solution for both parties.

Sometimes, a fence wont contain chickens. Ours fly over it. But if he puts up a fence, what happens if his chickens fly over it and land in your yard and the dog gets em then? Animal control seem to be useless when it involves anything In the county, to my experience anyway. I hate the chickens are killed, but technically, it's not the dogs fault. Is there any way you could get training for the dog to not attack chickens? I've used several Ceasar Milan videos on YouTube for training my dogs. You might find something helpful on there.
