Yes.  That's what infectious means in Infectious Laryngotracheitis.  If a bird survives, it will be a carrier for life, able to infect other birds, even if it seems relatively healthy.  You should keep a closed flock to prevent transmitting the disease to others.

Yes I in my thread then i started I said how exactly I keep disease from spreading so I have my breeding pen sand chicks inside
