Hardiest Bird Breeds

I was wondering if there is any type of finch/small pidgeon/etc. that I could keep in my screened-in porch all year. I can provide little things like a heat lamp or a fan or cover up the cage and my porch could potentially be a little play flight if it is necessry.
 
For pigeons, if you can get a hand-raised bird, they can be both beautiful and tame. Some breeds are generally more tame than others. Mookies may interest you as they are both pretty and pretty popular as a pet breed due to their more outgoing and friendly nature. Some of the pouters, like the pygmy pouter, are also good for that. Both are smaller pigeon breeds. I love the Lahores, but they are much larger! XD Cape doves sure are pretty, and ringneck doves have a lot of different color morphs and can be very gentle and tame. I am not sure on the heat requirements for any of the above.
 
Look into finches native to Europe -- goldfinches, greenfinches, bullfinches, European serins, hawfinches, etc. If you're interested in softbills, you could look into Pekin robins and their close relatives, silver-eared mesias. They will need protection from cold winds and rain, but should be fine in your winter temperatures. Perhaps you can cover the porch with plastic in winter for extra protection.

Fantail pigeons, they are funny little birds. You should get a pair, you can replace any eggs wiith fakes. They do fine in winter without heat, if no drafts and dry. They come in lots of colors, I have saddles they are all white with black wngs.
