When do emu chicks stop needing a heat lamp and when to go outside?

I have my little emu chick and he/she is getting pretty big now. The chick is about 3 weeks old now and doesn't seem to be using the heat lamp as much.

 

When do Emu chicks stop needing a heat lamp? When can they safely go outside? And what temperature is too cold for them once outside? 

 

It is still cold here at night and occasionally still freezes, so i won't be putting the baby outside for a while. Just wanting to know when I can so I can plan ahead a little bit.

Mine were hatched March 10, and they spend alot of time outside.  They follow us everywhere. Ohhh, and they love bathing in tubs of water, too. Night time I have them inside a garage in a makeshift pen, but have not turned on the heat lamp the last few nights. It has been nice weather here though.
