Are Production Reds just standoffish?

My Barred Rock is the sweetest baby- comes up and practically asks to be held. She has been raised with a RIR who squaks if you hold her!
My baby Production Reds don't like being held either and they're only 2 weeks old.
Is it just the breed? Or maybe just their personalities?
How do I get the babies to enjoy being held?
Mom of 5 wonderful kids, 2 dogs, 1 bunny,

1 Rhode Island Red (Henny Penny) and 1 Barred Rock (Mrs.Cluck) and 2 Production Reds (Popcorn and Chicken Little)

Give them treats when when you hold them =] but not too much... but also RIR just dont like to be held PLAIN AND SIMPLE lol

My RIR actually perched on my hand today, still dosnt want to be held though. The chicks fell asleep in my hands yesterday so I have hope they will get used to it!
