Well he looks spaulding, for sure. He has some Green Peafowl genes, obviously. (<3) 

And the wings make me wonder if he is a bit like the Japanned peafowl, or maybe it's just a common spalding pattern, too.

Experts will give you a clear answer. xD

I don't know what split to blackshoulder looks like and if it's even the case here.

But for sure he is very pretty ! I'd love a visitor like him one day ! <3

Well, you will see some spauldings do have the barred tertial feathers, and since the Green peafowl's wings and shoulders (on the tertials and secondaries) are all covered in those irridescent black-blue feathers, I believe it's normal for your peafowl to have those as well. I thought Japanned peafowl because these have the barred tertials, but secondaries are like yours.

Your feathers on the wings look like that, don't they ?

If they do, then somehow it's might be it, since I read that Japanned peafowls have brighter feathers (those blue-green-ish ones on the wings) than the regular blackshoulder peacock.

Really if that's the case I'm going to be jealous.

Then again like I said, it could be a normal pattern for spauldings, that's why I hope an expert will give you a correct answer. I'm rather new, I know some facts, but I could be wrong since Japanned peafowls may not have been exported to the USA. I do think it's just normal for a spaulding though. Maybe 65% sure that it's due to a low percent of green blood.

And yes it'd be an awesome idea to get him some peahens, that'd probably give him an other reason to stay close-by. Though I did hear that they could damage neighbors' gardens if they wander there, but then again, that's what I heard since in New Zealand some consider them pests. They forage the ground like chickens afterall, but who knows if they would actually do so much damage ? I personally do not know about that.

I have a garden year round, i keep a hot wire around it but rarely have it on and my peas have never done any damage to my garden, however they do like flower pettles and like to eat the peddles off my rose bushes but they don't eat them all the time.

Yeah he looks like a spalding to me. I hope he does stay. He is very pretty!

Well, you can try to make him feel like your yard is his home, and maybe he won't leave your yard and wander too far, and thus, your neighbors' gardens will be safe !
