crowless rooster

Asils are know for a deep, short, four syllable crow. They don't seem to crow a lot unless they hear another cock crowing, but boy if they can hear another beat his wings, let the song begin. The hens are very quiet, except for their egg song. The egg song can be very long and melodious, particularly if the weather is fair and mild.
 
We have found in the past our chickens are happier with a boy around, but as we're not allowed to have roosters here every time the chicks have turned out to be boys they've gone off to new homes and then the girls seem to fret for a time.. The last time one of our girls went broody we bought sexed day old chicks and while she was happy with her babies the other chickens seemed to pick on her endlessly which we believe was because she didnt have any male chicks? Having a crowless rooster would be great as the hens would feel safer and more content, we'd get fertile eggs and the additional roosters born would be eating chickens. I can't believe in all these years no one has yet developed a quiet crowing or crowless rooster
