Panting is just a bird's way of keeping cool, just like dogs pant. They may look pretty miserable, and I'm sure they hate the heat, but the panting helps them evaporate water in their bodies, which cools them down internally. And always make sure they have cool, clean water!

Also look out for a chicken who may be suffering from sun stroke or heat stress- they may pant harder than normal, or be abnormally listless and inactive. Then, as soon as you notice symptoms like that, try and cool them down by taking them inside, misting them off, even placing ice cubes or a cool, damp towel under them.

I brought her into the a/c house hours ago but she still continues to pant on and off. Her leg was injured today so I thought maybe it was a sign she was in pain.

She may be, and the heat will definatly stress her even more, possibly causing more panting. Try to keep her relaxed and cooled off, and make sure she won't panic and hurt herself. What happened to her leg, do you know? Is there a visible injury, lump, or is she limping or not walking well?

She got into a 10 second tiff with another chicken then just layed down. There are no visable wounds, she can move it and grasp my finger. She limps around a little so I'm hoping a little rest will do the trick.

It's the way they cool their body temp and yes, they can also pant due to pain.
