I've found that most females start quacking by about 5 weeks old, though I had one that took longer - about 9 weeks.

My drake didn't really start quacking until more like 9 weeks too...I know chickens need to be at least 20-25 weeks before laying...ducks about the same?

5 hens: 1 RIR, 1 BR, 1 White Leghorn, 1 Ameracauna and 1 SLW. 2 Indian Runner females, a black kitty and a bf that puts up with all my bird crazies!

Yes, ducks are about the same :)  About 20 weeks or older before laying starts.
