Hi! I am looking Into getting 2 welsh harlequins. Are they noisy or loud? Also are they really messy? Finally is their duck ordinances, if so where do I go to find out if I am zoned?

I have one rescued lab whippet mix,one rescued dachshund mix, one Leapord Gecko, and seven fish. And hopefully adopting one blue and gold macaw or a pair of hyacinth macaws.
