How can we have colorful water fowls year around that do not require permits?

In this thread, nearly half had questions about licenses, 3-186, warden showing up, inspections etc.

According to BBB, there are migratory foreigh water fowls that stay colorful year arond and not in the goverment's list. What are the names of these foreign water fowls and where do I get them?

 

In this way, I can return my wood duck and be stress free and since my small aviary is now built, I can utilize this by having something that I can enjoy without being under stress since I have no intension breeding them unless they just want to.

Just stick with the Mandarins you already have. What you built isn't large enough to add more birds to and have them be happy. Also, incase you weren't aware, they all molt and loose the colorful coloring every year, and then grow it back in.

If you want something pretty to look at, that doesn't require any specialized housing, and is easy to care for, always looking pretty all year round, get some Pomeranian Geese.
