Sometimes you have to protect people from themselves... or they go extinct... culturally and physically as history shows. Which is never popular. You have certain peoples acting like animals so you must treat them as such in the beginning just as you would keep your dog from harm (from getting run over you restrict its' freedom) by whatever means possible.
