How long does it take a rooster to be able to reproduce?

So,a hen,when it can reproduce you know by the eggs that come out and i also know relatively how long it takes but how long does it take a rooster from hatching day approximately to be able to have offspring?

I have 2 budgies and one rooster that just wont quite get along with my friends hen....YET......

More or less the same, maybe 16 to 20 weeks, depending on breed.  If they have been mounting hens for a little while, they should be getting the job done.

 

Simplest way to tell if an egg is fertile is, open it and look for the "bullseye," the white spot on the yolk.  If it's fertile, it will be a white ring; if not, a white dot.  Here are pics:
