Is this 11 week old ameraucana a rooster?

We bought a pullet ameraucana chick (named Penelope, around 11 weeks old) but she/he is a bit different then our other hens. Penelope has longer feathers on her/his saddle and yesterday started crowing. She/he hasn't crowed since then but we can't keep roosters in the city so we would need to re-home him/her. There are no signs of spurs growing in but she/he would be to young to get those now. Can anyone tell is this chicken is a rooster?

Penelope is a pullet for sure.

Who else could have crowed?

She's definitely a girl. Their "voice" changes as they get older and they start making different sounds. But if it was definitely a crow, then it was someone else doing it.

That is an Easter Egger pullet. Not an Ameraucana, to be sure, but definitely a girl.

Well, the kittens aren't so cute anymore and the easter egger cockerels are in the freezer. Plus, I think offering them as "prizes" scared folks off! So, I'm still posting quotes, if you know it let me know. I'm very enamored of this new one, it may hang around for a while!
