When to clip Pekin wings?

Hello! I have 2 beautiful Pekins we got at the start of spring. The are running a lot free ranging with chickens. At times they flap wings and one attempted to get airborne today... Went about 10 inches up in the air and dropped on its belly... a bit silly and awkward looking. At what age do I need to clip a wing on each so they don't fly away?
Started the "Chicken Experience" in Spring 2012 with 9 chicks (1 Buff Orp, 2 White Rock, 1 Partridge Rock, 1 Salmon Faverolles, 1 Brown Leghorn, 3 EE) and 2 Pekin ducklings.

Don't worry about it. You may have a new world record for the flight of a Pekin... LOL

 

I have a fence made out of pallets and they can not get over that.
