Norfolk, VA city ordinances, a straight answer needed, maybe even your opinion ;)

I am in the permit process now (Norfolk, VA). I filled out the forms below and brought them to the Department of Public Health / Environmental Health at 830 Southhampton Ave. Norfolk, VA 23510. I paid $50 with a card and got a receipt. This was yesterday around 1:30pm. The two ladies I spoke to were very nice and said someone would call in a couple days. They gave me the business card of Marcia Green Snyder, REHS and said she would call me. Her number is 757-683-2713 if anyone needs it.

I will report back on how long and easy / difficult the process is. I met or exceeded the requirements below when building my coop. My brother frames houses so it turned out pretty nice. If I don't get a permit, it looks like I'll have a lucky rabbit or something.

I heard from Marcia today and she was very nice and helpful. She had a few questions to clarify my "blueprints" and I sent her pictures. She said they don't come to the property to check. She also said after she sees the pictures (based on my explanation) that she sees no reason not to approve my permit and send me their registration bands for their legs.

It is unfortunate to hear about the OP's attempt, but so far this has been one of the easiest dealings I have had with the city.
 
I received notification via email that my permit was approved today and in the mail with the leg bands. The whole process was an absolute breeze and won't mind doing it every year.
