Golden pheasants are an ornamental breed and no permit or license is required for keeping them.

There are no coincidences- only providences.

I would check with your local fish and game dept, though they are not illegal to raise, but may require a permit to raise. Not all state require permits to raise, but some do.

From the Pa Game Laws:  Subchapter K Propagating -

"The commission will not impose propagation permit restrictions upon breeders of purely aviary species of pheasants, since the birds are not found in a wild state in this Commonwealth."

You are fine and will not need any permits or licenses.  I seriously doubt that any states require such permits on ornamental/non native species.

Ornamental pheasants are NOT classified as game birds in any state and do not require a permit or license to own or sell. This does not include Ringnecks.

Go figure, ringnecks are from China. They are not a native species to the U.S.,but the governments says they are.

I believe Maine requires permits for all pheasant species, but if I am wrong someone please feeel free to chime it and let us know.

I feel all pheasant species are gamebirds. They are all hunted in their natural habitat.

interesting here in South Africa we also need permits but just for native birds excluded mutation form of the birds of native origin. The goverment import some chukars and let it free on robbin Island and their were sayings that anyone who want to keep chukars must have permits but it was never official implemented
