Of course! The rumor that hens won't lay without a male is false. The only reason you'd need a male is for fertility, if you want to breed the quails.
Otherwise, if you just want regular egg a day per quail, then yeah, just get a pair or a trio of females.
I've heard of some hens that go broody, even without a male, and with just regular unfertile eggs, it's cute but pointless.
