Did you put the chicks under her during the night? I've had more luck going that route. I've tried to do it during the day so I could watch them but it usually doesn't work for me. I think it bothered the hen even more when I kept checking on her.
A little side story: I had a mama hen this fall with two chicks, they were probably a month old or so, feathered out, sitting beside her on the roost and running around with her during the day. Then one day a fox came through the yard, took mama (and a rooster). Baby chicks are cheeping away and I figured I would have to set up some kind of little brooder cage for them so they wouldn't get lost but they were keeping up with the main bulk of the flock so I just let them be. At the same time this was happening, I had a hen that insisted she wanted to go broody (I kept telling her it was too late in the year as I kept taking her off the nest). I tried putting the chicks in the nest with her at night but the chicks just didn't like it, so the next few nights whenever I took the broody want-to-be off her nest, I would put her beside these 2 chicks on the roost. After a few days, I think she got the hint and is now taking care of them nicely.

It mostly depends on the humidity level in your coop, I usually put it on about once a week unless there is high moisture, than a little more often. And yes, the wattles too.
