California quail keeping laws?

Since there has not law for coturnix quail in California, but

According to the San Jose Municipal Code Title 7 ANIMALS, you can have 6 'small animals.' More than that you are required to get a permit. It defines small animals as "hares, rabbits, chickens, turkeys, geese, ducks, doves, pigeons, game birds, or other fowl.", does Japanese coturnix quail fall on game birds ? I understood California Valley quail is in game bird category which need license, but I am very confusing with Japanese coturnix quail.

Yes coturnix are considered gamebird. If it makes a difference they are old world quail. Normally it is new world quail thst require a permit.

Mine interpretation of the law is yes, you can keep 6 small animals without a permit and coturnix would fall under that. However, if you have other animals that are defined as small animals you have to include them. I notice your avatar is a picture of three ducklings. If they are yours/on the same property you have to include them in the total. If those are your only other small animals that means you can have 3 quail.
 
Hello everyone, I am a little late in responding. I am seriously considering starting a Quail business in the city for profit. I have approximately 333 square feet of space to use (with the potential of a lot more...) Any advice is welcomed.

I'm not sure about the profit part of that but there is a bunch of info in this forum. Just dig around for a while and when you have any questions just ask. Lots of helpful folks here. I've always sunk so much into my start up for chickens and quail because I'm too lazy to build anything there will never be any profit. Others may have another story.
