I'm a little confused with how your explaining your logic. If you hatching for meat then set up your breeding pens & your grow out pens. You can gather AG's out of the grow out pen for food until you decide which ones you are keeping for new breeding stock. After storing your eggs from the breeding stock for hatching the ones you cull will be used for eating. If you still need more eggs for eating then it of you grow out pens you could hold a few females that you would have culled for meat to be layers only that you don't need males for. I've never had to big of eggs that I had to cull but I've heard from another member here that he does. If I did those sound like the hens that would be perfect for the layers. This may be what you was already saying I just couldn't decipher it.
 
Okay so can some give me the run down of what's required for quail? What do they like to have? What for a nest box and I think I read sand box?

Coturnix quail usually require at least two feet of space per bird. They like a habitat with shrubs, access to food and water, and a sand or dirt bath area. They dust bathe, so a small box with sand should suffice. They don't need nestboxes, but will often sleep in them if provided. I would say hardware cloth and wood should work for a pen, not chicken wire. Quail should also have a bowl of grit or oyster shell for calcium. They thrive on Gamebird feed and turkey starter. Quail should have some sort of cover to keep them feeling secure. Good luck!
