RIR and BO hen or rooster?

When we bought these chickens from a farm supply store, they said that they were pullets, but it doesn't really look like it now..

Cockerel as you suspected.  The red is a production red cockerel.

Btw, my chickens are 11 weeks old, and the ones that might be roosters, have not crowed at all. If they are Roosters, when will they start crowing?

Impossible to say.  It varies.  Some cockerels crow early, some later.  They practice.  As they mature, they get louder and louder.
