my birds are pecking at each other

My rhode islands have started pecking at the back of the buff opringtons right before their tail feathers. Does anyone know why this is happening any opinions would be great.
 
Are they in a space large enough for all of them? Usually pecking each other happens when the coop is to tiny. What is the size of your coop and run, how many chickens do you have, and what are their ages?
 
There are 27 of them total and the buffs are from halloween while the reds are from january so 10 and 8 months. Their coop is 18X12 but they have no run, when I get home from work I let them roam around the yard for about 3 hours, they usually go back in the coop when it gets darker outside
