Anyone trying to change the no chicken ordinance in Carrollton Texas?

I live in Carrollton, and I would really like to help fix this law.

I am very interested in changing the law to allow for backyard chicken-raising. I know that towns around it like Lewisville and Flower Mound have recently changed their laws to allow it and I think it is a great step. I have not done any official proposals or steps to change the law, but I am certainly willing to try to work with others who are interested.

I live in Carrollton and am just starting my research. Have you had any luck with getting support to change the law? The only thing I see is from 2010 says you can have chickens and even a rooster. Has that changed, because I cannot find anything else.

Sec. 91.003. - Keeping of dogs, cats or fowls; limitations.

Number of animals permitted.
It shall be unlawful for any person to keep more than two cats or two dogs on any premises within the city that has no enclosed backyard fencing. It shall be unlawful for any person to keep more than three dogs and three cats on any premises within the city that has enclosed backyard fencing.
Up to five dogs and five cats may be kept on premises containing one acre of land, where the animals are restrained by fencing located 200 feet from any dwelling or business, owned or occupied by any person other than the owner.
No more than five of any other type of animal, bird or reptile more than four months of age, excluding fowl and livestock, shall be kept in any residentially zoned area of the city.
No fowl shall be kept on any lot or tract of land of less than one acre located in a residentially zoned area of the city. For each lot or tract in excess of one acre, an owner may keep five fowl per acre; provided no such fowl shall be allowed to roam, fly or be housed within 200 feet of any dwelling or business owned or occupied by any person other than the owner.
This section shall not apply to commercial kennels, veterinary establishments or animal hospitals operated by a veterinarian, located on property zoned for such purpose. Such establishments however must meet sanitation requirements and keep animals securely contained.
Fencing requirements.
Where fencing is required by this section it shall be at least four feet in height and constructed of wood or no less than 14 gauge chain link material with openings no wider than four inches.
Escape of an animal covered by this chapter shall be prima facie evidence that the owner's fence does not comply with the foregoing requirements.

Here is the problem. I looked in the Dallas Central Appraisal District and the Denton Central Appraisal Districts. There is NO lot in the city of Carrollton that is residential and is on one acre or bigger. The biggest lot I found was a little over .6 acres.

I would love to help out and we have elections coming up May 10, 2014. Two of the seats are being contested. Maybe we can ask them what they think about the ordinance, and have them help change it.

Well I know I am now voting for Anthony Wilder. I think this is a good first step. Any help would be appreciated.

I have sent your questions/comments to city staff to determine background of Sec 91.003(A)(4) passed in 2004. At one time, we wanted to have chickens at our home until we learned of the ordinance requiring one acre. You are now the 9th resident of Carrollton to ask about this in the last 3 years. Maybe there are more who support changes to the ordinance. In the end, any ordinance change(s) will require the support of 3 other council members.

Once the staff responds, I will contact you to discuss background and other info they provide.

Hi, Annie. I live in Carrollton and would like to see the ordinance changed, as well. I don't know how we would go about that, but I guess we would need to talk to neighbors and get on other forums to see how much interest there is. Then we could do a petition to get signatures and take it to the City Counsel.

I know these posts are from earlier in the year, but has there been any progress? I would be interested in raising chickens in our back yard. I'm going to talk to John Mahalik. He's a former Carrollton City Councilman and lives in my neighborhood.
