Nope, your (hopefully) pullet is not a frizzle for sure. Frizzles have feathers all over their body that curl up and back towards their head--almost as though they were caught in a windstorm.
 
My, so called, partridge Cochin hens tail feathers all if a sudden started turning a gorgeous green and the hackel feathers started turning a dark purple at about 4½ months. What I now assume to be a rooster is also huge compared to the girls. I'm still working y it's a girl but I know there's no way.
