Outside of the app, can you (or anybody else with OS 9) test uploading pics from the mobile version of the site in their browser?

Yes, Safari will upload pics while in "mobile" mode.

I'm also using iPhone 6 with the newest software 9.0.2 and when I try to upload pics I get the same issues with the cancel bar becoming stuck in the middle of the screen. Even when I use safari BYC I still cannot upload pics

Finally.... The first several times it wouldn't work... Guess it's just glitchy.
Now my app on the iPhone is showing "desktop" mode all the time. I tried restarting my phone and it didn't work. Any suggestions?
Eta: it does not give me an option to switch between desktop/mobile at the bottom of the page.

Pull up BYC in your web browser on your phone. If you see the desktop version of the site and not the mobile version, go to the bottom of the page and click the "Mobile" button at the very bottom.
It comes up on the mobile version on safari.
