12 hour Baby chick wanting to curl up with head under chest ?

I had two chicks hatch yesterday afternoon. One is up and walking and pecking and acting normal. Then the other one is peeping and try's to walk but it acts like it's head is to heavy for it's little body. It also wants to curl it's head down to it's chest and want's to just sleep. Is this normal this is my first time incubating and hatching.
I have bought chicks at two and four weeks old. But never hatchlings.
If anyone has any advise ?
 
If you can get some chick vitamins and electrolytes into the water, and dip it's beak a few times every half hour. Not all chicks will hatch out healthy--I usually lose 1 or 2.

You can also try giving it some sugar water, as that will give it energy.

Thanks I found an article on rye neck and read it , it had a help full tip on vitamins also, I started it on that and also giving electrolytes I will have to set a timer during the night to get this little one better. I hope it works. The other chick had its little butt covered with the dried on leftover birthing . I held it's little butt under warm water until I massaged it all off , what a fuss while I was doing it. Then it made a big poop. I was so happy and I am sure that the chick was too.
