It could be just a breeding season thing because it was last spring. I have seen Bill do it a few times too in the last couple weeks.

I agree with everyone. Your girl is a boy and that is his penis popping out. Occasionally, adolescent boys do not have the best control over the muscle that keeps the penis inside. If the penis comes out and stays out, then you are dealing with prolapse, which is essentially a strained muscle that usually occurs from overuse.
