I think 3 weeks is fine if your climate is warm. If its snowing I think 3 weeks is too young. Mine are also 3 weeks and are spending a few hours outside each day. Our nights are hovering at about 50 degrees though, so I am giving them another week at least till they spend the night outside... Which would be without a heat lamp.
