Gender confused rooster

Ok, it gets weirder. Today I found his brother doing the same thing. He is handicapped and doesn't roost so he likes to sleep in the nest box. I have only seen him in there at bedtime, never during the day and never walking in circles and kicking up shavings and throwing them on his back like I witnessed today.

Uh-oh!!! I think they drank the "kool-aid" !!!

Can you check their breasts to see if they have lost their feathers there? If so, they should theoretically be able to brood, since the 'broody hormones' cause the breast feathers to fall out so they can heat the eggs correctly. Plenty of male birds of other species brood as well, I haven't heard of roosters succeeding at brooding eggs but for all we know in the wild perhaps they do occasionally brood.
 
I have a roo that I've had since he was a chick, he's never once crowed (even though he's been around roos that do) and sits on eggs every day. He's got spurs and he's very sweet but I'm not sure what breed he is or if he's gender confused...?
